In 1956, the Travancore-Cochin Government established the 'Clerks Training School' renamed as 'Staff Training Centre' in 1966, to impart training to all Government employees. In 1976, the 'Kerala Institute of Public Administration (KIPA)' evolved from the State Training Centre to impart orientation training to the Government employees. KIPA functioned from three centres: Thiruvananthapuram, Kochi, and Kozhikode. The Institute of Management in Government (IMG), established in 1981, is a revamp of the erstwhile Kerala Institute of Public Administration (KIPA). Designated as the Apex Training Institute for the State, it plays a vital role in developing a highly competent public service workforce by imparting professional training and skill up-gradation support.
Since its inception, IMG has been offering a range of training programmes and courses to Government employees at all levels. They include programmes on leadership and executive development, soft skills and computing, environment and sustainable development, financial management, e-governance, IT-related courses, stress management, disaster management, total quality management, quality circles, social inclusion, and gender perspective in development, trainer development, etc.

The principal endeavor of IMG is to build capacity among public servants for better service delivery to the citizens. With this task in focus, IMG offers various training programmes targeted at different levels and for an array of State Government Departments. IMG conducts policy research and analysis, discharging its mandate to act as a think tank for the state. The Institute is working on a few collaborative projects supported by DoPT, DARPG, Ministry of Women and Child Welfare and Ministry of Housing and Urban Affairs, Government of India.
